Steering Shares: Centering BIPOC Voices

Following the deluge of organizational statements issued in support of racial justice (see this excellent list compiled by Project STAND), many archival institutions are rushing to embark upon antiracist work including description or redescripiton projects and new collecting efforts. While it’s extremely heartening to see mainstream institutions finally reconsider the treatment of BIPOC materials, staff, and communities we serve, rather than repeatedly issuing hollow commitments to EDI, I can’t help but think of a comment made during the recent Workplace Racial Equity Symposium: this urgency is in and of itself a product of white supremacy. So then, how do we ensure that we’re not simply dashing off bespoke projects that appease administrators but do little to enact lasting systemic change? Perhaps we should start by doing our homework.

The inimitable Dorthy Berry recently tweeted, “A new rule for archivists/librarians: before you ask anyone else about how to curate/describe/interpret historical materials related to African American history or racism, first you have to read even a single article about the genre/topic at hand.” I would add to this, take a look around your own institution before scrambling to acquire new collections. What voices and stories may be hidden in your holdings, silenced or erased through past descriptive practices, or lingering in your backlog? What reparative relationships with donors and communities can be made? 

When looking outside your own institution, consider who has been doing this work, probably unrecognized, and most likely unpaid, for years. Does your well-resourced institution really need to complete with existing community archives or reinvent the wheel when it comes to community-centered description? Are there ways to support this work that doesn’t include “hoovering up” materials? Can community members be compensated for their guidance? (Spoiler: NO, YES, YES.) 

I’ve found the following handful of readings and resources extremely helpful when conceptualizing ways that my own work, and the role I hold in my institution, can aid, rather than hinder, the dismantling of white supremacy in the archives. Oftentimes this may mean giving time and space to BIPOC colleagues and student workers to do the work they’ve long been advocating for, and taking their lead in determining the best ways I can support these efforts.

Archivists on the Issues: A Defense of Institutions in the Pandemic

The COVID-19 pandemic promises to be a game changer in many areas of contemporary society moving forward. Aside from the devastating mortality currently unfolding, the most immediate impact involves severe disruptions in healthcare systems, economic activity, and supply chain management, all of which have short and long term consequences for communities depending on the depth and scale of the damage in a given location. A major outcome so far is that the pandemic has forced people and organizations to rethink and reconfigure daily interactions previously taken for granted, both as a response to stemming the spread of the virus in real time and in preparation for future disruptions. For many individuals and organizations, virtual interaction through networked digital technologies has been the main route of accessing or retaining some sense of normalcy during this trying time.

In some instances, the ability (and often privilege) to utilize online communications and cloud-based applications offer the only possibility of keeping employed, delivering education, receiving medical treatment, reaching out to loved ones, and participating in other aspects of everyday life. Although the drastic modification of these and other social activities is likely temporary, the pandemic demonstrates that the value of the internet to maintain social cohesion is beyond question (if often problematic) and that many people and organizations can no longer get by without it. Ideally, this era will spark productive conversations and activity on digital infrastructure development that extends from matters of life and death during the pandemic to more prosaic cultural interests in less extraordinary times.

For better or worse, the cultural world has experienced something of a digital flourishing during this extended social distancing period. Concerts, plays, lectures, book readings, and other cultural events that were previously accessible to limited audiences are now offered regularly and freely in real time via various conferencing platforms, social media outlets, and streaming services. Approximating normalcy, staving off boredom, and raising spirits seem to be the main motivations of these efforts, but these also serve to bolster online communities and their cultural correspondents by keeping the focus of cultural interests within the online environment where so much other activity already occurs.

For their part, many individuals and organizations in the archives sector have tried to maintain their regular duties and transition further to online delivery of services. A recent post in Atlas Obscura described several notable projects aimed at engaging new and existing user communities through the web. These and other ongoing institutional efforts reflect theoretical discussions and practical trends in the archives discipline that emphasize the growing importance of community-based initiatives to expand their scope and direction toward greater inclusion and representation, while also supporting the network of non-institutional cultural heritage interests in documenting an increasingly diverse society.

The proliferation of web-based technologies has helped facilitate the growth of independent community archives, as well as enabling traditional archives to establish more targeted documentation strategies and projects that incorporate the expertise, perspectives, and labor of non-archivist collaborators in everything from collection development to public programming to archival description. The prevailing notion is that archival work can no longer discount the people, groups, cultures, and identities reflected in the collections and that, whenever possible, those who might legitimately speak on their behalf should be involved. Often these are current or prospective audiences that can bring a fuller understanding to the collections–a process made more immediate and accessible by mobile digital networks and social media utilities.

Undoubtedly, sustained effort to engage new and diverse publics is a moral and practical necessity for all archives institutions in this emergent digital reality heightened by the pandemic, regardless of one’s location in the overarching network of cultural interests. The pandemic also offers an opportunity for American archivists and other records and information professionals to advocate on behalf of our institutions and our shared principles as a bulwark against the entrenched difficulties of reaching common ground on facts, evidence, and truth in a tribalist and politically polarized society. Journalist David Roberts has spent the past several years tracking this “epistemic crisis,” which he links to comprehensive right-wing attempts at undermining public faith in government, academia, media, and science¹. We see firsthand how dangerous this is in the current administration’s woefully inadequate, dishonest, and fatalistic approach to a national and global emergency.

However, this only tells part of the story. Various strains of the skeptical relativism that characterize the current social and political landscape are residual holdovers of intellectual movements originating in the academic left during the 1960s and 1970s. Although many of these movements were focused on peace, justice, equality, and liberation, they were fundamentally based on mistrust of institutions. It is most definitely a stretch to draw moral equivalency between armed protestors railing against social distancing measures in 2020 with activists marching to protest the Vietnam War in 1968, but the impulse to react and respond to real and perceived threats from powerful institutions transcends political identification and ideology.

The personalized information universes enabled by the web now make it easier for groups and individuals to coalesce around a narrow agenda or set of beliefs without having to engage in wider discussions that contradict these. Everybody has their own unfalsifiable truth and nobody can deny anyone else’s reality. In this setting, facts and evidence supported by verifiable information and reliable records are meaningless, or rather they hold only situational meaning and arbitrary relevance. Institutions are suspect because they are gatekeepers incapable of serving all equally or effectively.

Undermining an institution involves discrediting its experts, rejecting its animating ideas or mission, disparaging its central functions, and casting doubt on its social value and historical legitimacy. In most instances, this arises against an institution’s authority from an external oppositional standpoint, but with archives the opposition and skepticism frequently originate within the profession. This often takes the form of critical evaluation and deliberative efforts by scholars and practitioners to improve institutions. But there are several intellectual and activist strands that seem equally intent on categorizing mainstream archives institutions as just another tool of systemic oppression, an irredeemable cog in the larger framework of white supremacy, colonialism, misogyny, economic exclusivity, heteronormativity, etc.

Certainly, there are many instances over time that justify a skeptical or even pessimistic position on mainstream or traditional archives. There’s no doubt that the prominence of community-centered models based around intersectionality and social justice in recent disciplinary conversations reflects attempts to redress such historical marginalization. Although there seems to be general consensus in the profession that this is a net positive for archives, I don’t think anyone can determine with any certainty what the long-term impact of this shifting focus might be on the mainstream institutional networks or on the historical record more generally. That said, precarity related to funding, technology, and administration all present more of a threat to traditional archives than the muddled postmodern criticisms of scholars, but the lack of any comprehensive defense of institutions in the face of inward criticism and outward threats is still very unfortunate.

It is my belief that a positive defense of institutions must be made to internal skeptics and external parties that are unaware of the value that archives provide. This is not a “you’re either for us or against us” proposition, but rather a reminder of the important role that institutions play in cultural memory and democratic stability. If the past few years have revealed anything about power and authority, it is how easily norms can be discarded by unprincipled leadership. If the COVID-19 pandemic teaches us anything, it is that information, facts, and evidence are a matter of life and death. It should be clear by now that our institutions are largely responsible for holding the line against historical threats, both those posed by rare natural phenomena and others resulting from the epistemological free-for-all of the digital age. Archives institutions are flawed but essential social assets that still offer the possibility of finding common ground and preserving the truth.

ICYMI: Introducing the A4BLiP Anti-Racist Description Resources

Archives for Black Lives in Philadelphia (A4BLiP) is a loose association of archivists, librarians, and allied professionals in the Philadelphia region responding to the issues raised by the Black Lives Matter movement. The A4BLiP Anti-Racist Description Resources project began as an initiative formed by various A4BLiP members in fall of 2017, specifically after a presentation they collaborated on at the 2017 SAA Liberated Archive forum with Teressa Raiford. Teressa is a Portland-based activist and founder of the organization Don’t Shoot PDX. Following the presentation, Teressa asked the group for recommendations for how she might approach a catalog audit. She wanted to initiate a project at Oregon State Library after learning about a racist subject catalog card there that a staff member had posted on Twitter. (The card read, “Negroes see also Crime and criminals. Portland.”)  

After some discussion, A4BLiP members realized that this was an area that lacked guidance for those doing archival description; many could recount instances of seeing description applied in ways that were racist, but none of us knew of any specific recommendations for how to address this in a programmatic way. As a way to both provide a framework for our own audits of racist description and to hopefully provide guidance that would be useful to other (white) archivists, we decided to create a set of recommendations collated from existing resources that we gathered for an extensive literature review, and enhanced by some of our own experiences. Additionally, the working group felt strongly that due to the fact that most of us were white women, we needed to ask for help from Black archivists to ensure that our recommendations did not cause harm and that we were, in fact, helping other archivists create more inclusive description. We created a GoFundMe for the project so that we could pay these reviewers for their time and expertise, and successfully funded enough to recruit nine reviewers, who contributed extensive recommendations and additional resources to the project. We are incredibly grateful for their assistance, which created a much stronger and more thoughtful product. 

The A4BLiP Anti-Racist Description Resources are broken up into three sections: a set of metadata recommendations, an annotated bibliography, and an extensive bibliography. The extensive bibliography was gathered first, reviewed in detail by members of the working group, and informed the other two sections.

The metadata recommendations are comprised of practical examples for anti-racist description that we hope can be put into practice across a wide array of institutions. The section is broken up into seven areas of focus, including Voice and Style, Community Collaboration and Expanding Audiences, Auditing Legacy Description and Reparative Processing, Handling Racist Folder Titles and Creator-Supplied Description, Describing Slavery Records, Subjects and Classification, and Transparency. Our recommendations in each of these sections were informed by our literature review as well as examples from our own experiences and the experiences and recommendations of our reviewers. Some recommendations should be fairly easy to apply day-to-day, like removing flowery and valorizing language in biographical notes or using accurate strong language like ‘rape’ or ‘lynching’ when appropriate. Others are more difficult and will require institutional change, like developing and maintaining ongoing relationships with collection creators in order to learn the language they use to describe themselves —  and to use that language in our description of their records. We hope that these recommendations will give others practical places from which to start their own descriptive review processes. They are by no means exhaustive, but include what we thought to be the most helpful and important recommendations.

The annotated bibliography includes a selection of theory-focused articles from the extensive bibliography that we chose to highlight based on their critique of descriptive practice and theory. Some of the articles, blogs, and presentations included do not necessarily focus on Black experiences or collections in the pursuit of highlighting shared strategies for anti-oppressive description. Our review in preparation for developing this resource reinforced our understanding that there is a wealth of research and dozens of important contributions to rectifying archival erasure and white supremacist description. But we recognize that few of us have as much time as we would like to read all of these works, and so we created the annotated bibliography in the hopes that it would help others quickly find resources that would help them rethink archival description.

For those looking to get started on creating more inclusive description, we recommend checking out the metadata recommendations first, particularly the sections on Voice and Style, Auditing Legacy Description, and Handling Racist Folder Titles and Creator-Supplied Description. These are probably the sections that will be most immediately applicable to most archives — how many of us have seen overly flowery and glowing biography notes of ‘great white men’, or passive language used to describe atrocities or distance humanity? How often do slavery records prioritize the enslavers before the enslaved? This is work that we as archivists can address quickly and which (hopefully) does not require overarching institutional change. 

We acknowledge that our recommendations are a starting point that highlights the work that other archivists have already done, but we hope that by gathering some of these practical recommendations, more of us can begin to undo the harm that our description often causes. Steering Share: A Reading List for Practicing Allyship in Archives

For the final Steering Share of my term as I&A Chair I was planning to provide an update on our section’s temporary labor survey which closed earlier this month. (We had 412 responses!) Instead, when I sat down to write last evening, I quickly found myself going down the wormhole of comments about a recent blog post that was shared via Library Journal’s Twitter account. I won’t go into too much detail (you can look it up yourself) but for those unfamiliar with the situation, a WOC librarian wrote a blog post about the whiteness of library collections, and as so often happens when POC speak truth about racism, the internet trolls came out en masse. (I encourage those of you on Twitter to go in and report them. It’s a quick and somewhat satisfying process.) Appalling enough as it is to have THOUSANDS of strangers leaving vitriolic, hateful, and blatantly racist comments, while also posting photos of the author and details about her workplace, it was especially reprehensible to see other librarians attacking her.

As archivists we’re sometimes inclined to think we don’t have a similar whiteness problem in our field, however one only needs to look at the numbers, or recall the backlash to Dr. Michelle Caswell’s Dismantling White Supremacy session at SAA a few years ago. For all of our talk of diversity, equity, and inclusion, we still struggle to recruit and retain archivists of color, and to acknowledge bias in our collecting practices. To this day I have colleagues who refuse to recognize that archives are not neutral.

Instead of continuing to rely on the on the intellectual and emotional labor of POC colleagues to tirelessly critique and challenge this problematic myth of neutrality, I encourage my fellow white archivists to check out the reading list below and start practicing allyship. We can all be doing better.

Archivists on the News: Desiring Tumblr, Porn, and the Archives

“Are archivists ready for porn?”

The above question came to me as I read about Jason Scott’s plan to save Tumblr blogs from the platform’s 2018 ‘porn ban.’ In December 2018, Tumblr announced it would use algorithms to seek out, “photos, videos, or GIFs that showed real-life human genitals or female-presenting nipples, and any content—including photos, videos, GIFs and illustrations—that depicts sex acts.” Algorithmically-marked content would then be hidden from everyone except the original poster. Tumblr had become something akin to storing your bookmarks in the cloud: effective, but dull. As porn studies scholar Brian M. Watson offers, “Their pornography ban [was] a betrayal to their entire fanbase,” and Tumblr users have subsequently exited the platform en masse.

Soon after Tumblr’s announcement, Archive Team – led by Jason Scott – shared a plan to make backup copies of various Tumblr accounts and add them to the Internet Archive. Archive Team’s goal was to circumvent Tumblr’s planned un-publishing of content by creating an uncensored copy elsewhere. However, it quickly became clear that individual users would not have control over what content was included in the backup. On one hand was Tumblr, threatening to suppress your content. On the other was Scott, promising to share your content but without giving you clear-cut control over it in the future.

Tumblr’s policy and Scott’s solution were both roundly critiqued by users, activists, and scholars, who noted that both tactics undermined the autonomy and free expression of sex workers, LGBT persons, women, fetishists, and every intersecting permutation. While Tumblr was denying users a highly-valued means of sharing positive depictions of bodies which diverge from ‘the norm,’ Scott’s approach threatened to divorce sensitive, personal, and complex exchanges from their context and put them on public display. If Tumblr was suppressing circulation, then Scott was threatening to make living relationships into a digital cabinet of curiosities.

Of course, these two oppositional approaches do not represent all possible engagements with porn. As curator of the Jean-Nickolaus Tretter Collection in Lesbian, Gay, Bisexual and Transgender Studies at the University of Minnesota, Rachel Mattson teaches undergraduate and graduate students about histories of sexuality, film circulation, and homemade media — sometimes using analog porn found in the Tretter’s holdings to help students recognize that, “There is no timeless norm of sex,” and that all sex can be understood as historical. A historical, constructivist approach to sex was central to early gay & lesbian liberation movements and the development of LGBT studies as an academic field. This approach continues to influence contemporary queer & trans political organizing and scholarship. Mel Leverich, archivist for the Leather Archives & Museum in Chicago, adds that “By excluding sexually explicit material from the archives, we also deny that people’s private sexual identity and practices are an important part of lived experience, and replicate the stigmatization of non-normative sex.” Contextualized thoughtfully, porn is an invaluable educational resource.

When the term “pornography” was coined in the 19th century, it was a label for artifacts which historians feared would morally imperil, not educate, the general public[1]. Such panic was not new. Brian M. Watson offers that, “When [the printing press] was joined with increasing middle- and lower-class literacy, and book markets such as Holywell Street in London or the Grands-Boulevards area of Paris, it created a type of work that supposedly had an ‘undesirable’ effect upon the general population.”

In other words, the main charge against porn has not been that it is useless, but that its use should be feared. Centuries later, anti-pornography feminists of the 1970s and 1980s would claim porn led to child sex abuse, rape, and violence against women[2]. Tumblr echoed this line of thought when it explained its adult content ban as a means of ridding the platform of child pornography. (Very notably, Tumblr never attempted a similar algorithmic approach to white supremacy on the platform.)  While I cannot wade into these long debates within the space of this blog post, I would suggest that many scholars have come to see porn – like all media, genres, and forms – as neither inherently ‘good’ nor inherently ‘bad.’ Instead, power relationships, aesthetics, and desire unfold inside of porn to create complex documents meriting patient study and appreciation.

Archivists are in a perfect position to think about porn as complex documentation, and to devise strategies for working with porn in the archives. One question will prove critical in the coming decades: How do we tell ‘archive stories’ with porn, sex work, or sex as center – rather than as peripheral? One hypothetical example could be the papers of Colby Keller, a successful gay porn performer who reportedly voted for Donald Trump and who supported many of Trump’s political messages. Keller’s story as a political agent is noteworthy, and I would argue it is important to understanding the complexity of sexual-identities-as-political-identities, but it cannot be divorced from his ongoing work as a porn performer. Separating his politics from the specifics of his career is akin to telling the story of Steven Spielberg sans film. If we imagine a future wherein Keller donates his papers to an archives, many questions arise. How can archives tell stories which have sex work and porn as a center, not as a tangent? How can we think of porn context? How do we talk – with researchers, students, the public – through both the intellectual and erotic content of this work?

Alongside porn’s educational and research value, it is undeniable that porn is also a thing of desire. It is created in response to desires (those of the maker and/or the intended audience), consumed in desire (academic, artistic, sexual). If porn had no allure then its detractors would have nothing to fear. Linda Williams has written that part of watching porn is hoping to see what you don’t want to see, hoping to have your limits and boundaries pushed[3]. Porn is a desire for excess – very untidy, ‘unprofessional.’

“But archives are full of desire already,” Rachel Mattson redirects. Visitors enter all archives with a desire to see, to touch, to know. Not just the visitors – archivists, too. But desire is troublesome. It peregrinates through – but is not subsumed by – identity or selfhood. We desire things that go against our better judgement, that bring our identities into question. We have shameful desires. Desire disrupts the professional / personal boundary. As GVGK Tang puts it, in their discussion of arranging and describing porn, “To process porn, one must consume it and risk internalizing the notion that one is a pervert for doing so.”[4]

Facing sexual desire is a next step for archives which would engage with porn. In our discussion of LGBT archivists and archival collections, it is easy to elide sexual desire in favor of political organizing, creative aesthetics, or cultural traditions. This isn’t to say that sexual identities (including heterosexual identities) can be boiled down to sex acts, but it is to suggest that they can never be fully divorced. Though not an archives in the sense intended by most archivists, Tumblr was a valued space for producing, circulating, organizing, and keeping records of sexual practices. As a private platform, it had the unchecked power to shut out stories of desire despite public outcry. Their policies were unjust, but very telling. In the end, the platform lost the public’s confidence and investment. If we, as archivists, take seriously our mission (desire?) to tell complex stories, we cannot afford to do the same.

Archivists on the Issues: Restrictions and the Case of the University of Michigan

Archivists on the Issues is a forum for archivists to discuss the issues we are facing today. Today’s post comes from Steering Committee member Samantha Brown, an Assistant Archivist at the New-York Historical Society.

As archivists, we are constantly weighing the rights of record creators and donors against the needs of researchers. Sometimes balancing these differing needs can lead to a struggle that puts archives and libraries in the middle. We can find an example of this in a recent news story involving the University of Michigan’s Bentley Historical Library.

The Bentley Historical Library’s story begins with the John Tanton Papers. The finding aid for the collection describes Dr. Tanton as an environmental, population control, and immigration reform advocate who has held leadership positions with the Sierra Club, Michigan Natural Areas Council, Wilderness and Natural Areas Advisory Board, Pictured Rocks National Lakeshore Advisory Commission, Little Traverse Conservancy, and the Environmental Fund [1]. What makes him a controversial figure was his work with the Federation for American Immigration Reform (FAIR), the Center for Immigration Studies (CIS) and NumbersUSA. While working with these organization, Dr. Tanton worked to reduce both legal and illegal immigration and opposed bilingualism in public schools and government agencies [2,3]. In addition to this work, Dr. Tanton also created a publishing company called The Social Contract Press which notably published The Turner Diaries which was a race war fantasy novel that is seen as a key work for members of the American white supremacist movement [2].  

Part of what makes this collection newsworthy is the fact that half of the collection is sealed. While boxes 1 through 14 are open to researchers without any special restrictions, boxes 15 through 25 are sealed until April 6, 2035 [3]. This presents a problem for Hassan Ahmad, a Virginia-based immigration attorney, who is trying to gain access to the whole collection. Mr. Ahmed believes that the collection could contain materials that show the relationship between anti-immigration groups and white nationalists as well as the influence that some of groups that Dr. Tanton has worked with are having on the White House [4]. The link between Dr. Tanton and the White House may very well exist. President Trump’s senior adviser Kellyanne Conway, transition aid Lou Barletta, policy adviser Julie Kirchner, and immigration advisor Kris Kobach all have ties to FAIR, an organization that Dr. Tanton founded and was a chairman of [1,4].

Believing that the sealed parts of the collection could hold important information and should be part of the public debate, Mr. Ahmed filed a Freedom of Information Act (FOIA) request with the University of Michigan in December 2016 but the request was denied as was the request to appeal the decision [3,5]. Both the original request and the appeal were denied on the basis of Dr. Tanton’s donor agreement with the library [3]. After being denied his FOIA request, Mr. Ahmed sued the University of Michigan to gain access to the restricted parts of the collection [3]. When the case was brought before a judge, the University of Michigan filed for a motion to dismiss the lawsuit based on the fact that parts of the collection were sealed due to the collection’s donor agreement [5]. While information about the donor agreement was disclosed in court, information about the donor agreement was not included in the collections finding aid [1,5]. The judge, Stephen Borello, ruled that since the collection was a private donation and not being used for a public purpose, the University of Michigan could not be compelled to open the collection [3]. Mr. Ahmed proceeded to appeal this ruling as well and is arguing that the university can’t use donor agreements to keep documents sealed. As of right now, he is scheduled to appear in court again in late September or early October when a ruling on his appeal will be made [3].

If Mr. Ahmed wins his appeal, the results could have a massive impact on archives and researchers. Without the ability to guarantee that parts of a collection can remain restricted, archivists may not be able to persuade people to donate or house their collections in an archive which will make it harder for the materials to be preserved and accessed. Access doesn’t just mean that someone can use the materials for their research but also that they can find the materials. A private person may have a collection that is helpful to someone’s research but a person looking for those materials may never be able to find it if an archive can’t create a way for those materials to be found. The work of archivists to arrange and describe collections plays a crucial role in a collection’s findability. If donors are too worried about giving their materials to archives because archivists can’t provide the donors with any guarantees then researchers lose out as well.

While this case holds risks for archives and archivists, it also teaches us something as well. Finding Aids need to be more than just a list of items and folder titles, they need to give researchers a preview of what the collection holds. One of the reasons that Mr. Ahmed wants to access the restricted materials is because he doesn’t know what is there. The finding aid’s description for the restricted materials only includes series and subseries titles with very little other information. If there was a way to know what could be found in the unrestricted  parts of the collection as compared to the restricted parts and what differentiated those parts of the collection then maybe there could be a way to work with Mr. Ahmed so that he could find what he is looking for in a different way. Other members of the organizations that Mr. Ahmed is interested in may have unrestricted collections at other institutions. Otis L. Graham Jr., another founding member of FAIR, for example, has some his collections housed at the University of California, Santa Barbara. The best result for both the researcher and archive, in my opinion, would be to find a way to help the researcher with their request without breaking the donor agreement. If this isn’t possible then I wonder why a box and folder list is even provided for the restricted materials. Why tell people that you have something if you’re unwilling to tell them about it? Without more information in the finding aid or speaking to the staff at the Bentley Historical Library and investigating their policies around arrangement and description, it’s difficult to know why the collection has been handled in this particular way. For now, we, as archivists, can look at this situation and use it to change how we both deal with collections and researchers.

Archivists on the Issues: Access and Inclusion in the Reading Room

For my second in a series on Access and Accessibility in Archives, I will discuss physical access to collections and spaces. I did not want to cover physical accessibility since there was an SAA AMRT/RMRT Joint Working Group on Accessibility in Archives and Records Management that covered this in depth and has created excellent documentation for working with both patrons and professionals with disabilities.

My initial thoughts were unfocused, though I knew I wanted to touch on this idea of who is, and more importantly, feels welcome in our spaces. I have been thinking about this since last spring, when I attended a presentation on art education and museum outreach, and last summer, when I read Cecilia Caballero’s blog post, “Mothering While Brown in White Spaces, Or, When I Took My Son to Octavia Butler’s Exhibit.” My thoughts congealed into a more digestible mass in my brain after I attended a fabulous session at the Midwest Archives Conference annual meeting titled “Beyond Description: Toward Critical Praxis in Public Services,” featuring Anna Trammell, Cinda Nofziger, and Rachael Dreyer as panelists.

These three occurrences gave me a lot to think about regarding the people in our reading rooms and what we can do to increase access and inclusion to a wider range of patrons. I hope we as a profession can come up with solutions to improve access to our physical spaces.

Director Dialogue: In Conversation with Brian Kennedy

Last March I attended a public discussion between three art museum directors about how they approach art education at their respective institutions: Brian Kennedy, director of my local art museum, the Toledo Museum of Art; Gretchen Dietrich from the Utah Museum of Fine Arts; and Lori Fogarty of the Oakland Museum of California. Though I went looking for outreach ideas, I came out with many questions, which I summarized on my own [sadly neglected] personal blog shortly after the event.

The directors discussed how they conduct outreach to make their museums into community spaces, better anticipate user needs, and invite more of the people from their respective neighborhoods into their buildings. Libraries, especially public libraries, have served the role of community centers for decades and museums are now getting on board, but where does this leave archives among our GLAM counterparts?

Archival public spaces tend to be limited to utilitarian reading rooms and maybe exhibit space. What would it look like if we tried to build new kinds of spaces where people could interact with our collections in different ways? What if we focused on more than research needs and looked at other information needs we could fill? What if we built spaces that are comfortable and appealing to spend time in? What if people didn’t have to sit at an uncomfortable table in a silent, surveilled room to get access to our collections? I am sure some of you reading this are thinking, “We’re doing something like this!” I want to hear about it! Do you have a good model others can follow? Beyond Description: Toward Critical Praxis in Public Services

During the MAC session, Trammel, Nofziger, and Dreyer began by presenting the idea of taking a critical look not only at our collections and our profession, but also the public services our staffs provide, using Michelle Caswell’s instant classic “Teaching to Dismantle White Supremacy” as a basis to examine the barriers that keep some users from accessing archives. Caswell’s article provides a useful diagram to provoke thinking about ways white supremacy shows up in our work; the area on Access/Use is particularly relevant to this discussion, but it only scratches the surface.

The second part of the MAC session was an interactive activity where the room broke into groups and filled out a rubric that had a much longer list of types of barriers along with space to include a description of specific barriers to help guide the group discussions. The categories listed were as follows:

  • Technology (i.e. digital literacy)
  • Physical (i.e. vision or mobility challenges presented by public spaces)
  • Time (i.e. public hours, length of time required to conduct research, request and recall materials)
  • Financial (i.e. costs involved with accessing archives)
  • Documentation (i.e. registration requirements, identification required)
  • Policy (i.e. restrictions)
  • Identity (i.e. gender, sexuality, race)
  • Institutional/Systemic (i.e. whose interests & history are represented by holdings?)
  • Human Factor (i.e. customer service issues, approachability, etc.)

I found these categories to be excellent starting points to brainstorm.  For the sake of (comparative) brevity, I will not go into all of them here, but I want to talk through a few to give examples of how to use them as inspiration for brainstorming. Full disclosure: some of these came up or were inspired by my group’s discussion and did not spring fully formed from my own brain.

First example: Cost is a huge barrier. Obvious costs include memberships to private libraries and historical societies, photocopying or other reproduction services, or private researcher time, but hidden costs like parking, transportation, childcare, time off work, food and accommodations if researchers are coming from out of town are also present. It is great to collect materials from underrepresented communities, but if members of those communities cannot afford to come see and use materials from their own lives and experiences, we are still only serving people with the means to visit. To mitigate this, archives could provide research grants to members of the communities targeted in collection development projects. Institutions could also take their work directly to those communities, rather than continuing on relying on patrons to do all the work of coming to them.

A second barrier: Time. Many repositories have limited hours, often because of limited staffing or other concerns that are seemingly insurmountable, but we should take a closer look at ways to make ourselves more available outside “normal working hours” (or 9-12 and 1-4, or afternoons two days a week, etc.). People who work have to take time from jobs to visit, and if they have limited or no paid time off, this is a costly proposition, especially if their research needs require multiple visits. Archives can at least test extended or flexible hours as their circumstances allow. What if a repository closed on Wednesday afternoons in order to open Saturday afternoons instead? What if academic archives used students to stay open on weekends? My repository is somewhat unusual in that we have a circulating collection in addition to our special collections; so we have longer hours than most special collections – when school is in session, we’re open until 10pm five days a week and Saturdays and Sundays). We only have four full-time and one part-time staff in our department, so our terrific student employees keep things running on evenings and weekends. Sometimes staff members take an evening shift, but we flex that time and take it off during the week.

“Mothering While Brown in White Spaces, Or, When I Took My Son to Octavia Butler’s Exhibit”

I stumbled across Cecilia Cabellero’s post via Twitter last fall and it hit me hard. It is worth a read, because we can see some of these issues in action in a real person’s real life. Rather than try to rephrase her words with my own [white] words, take a minute to read her post and reflect on the issues she raises.

Cabellero mentions a specific library, but let’s be honest: this could be many of our repositories. She identifies it as being in a white space, as many archives and special collections are. Started by a wealthy white man for the use of other wealthy white men. A place where researchers need to have advanced degrees or letters of reference to access collections. Who is served by these policies? What is protected? For those of us with less stringent admission guidelines, what groups are we still keeping out? Do you require photo identification? Do you charge membership or usage fees? Many of our policies have good reasoning behind them and we are not likely to update them anytime soon. Are there better ways to communicate that to our users?

Cabellero was visiting an exhibit about Octavia Butler, a woman of color who wrote science fiction at a time when neither women nor people of color were particularly welcome in that genre (I am sure many would argue they still are not, but things have improved). Regardless of the library’s intentions, they created an environment in which a female writer of color did not feel comfortable or welcome or allowed to visit an exhibit with personal resonance.

One of Cabellero’s main points, as evidenced by the title, is her experience parenting in our spaces. This deserves some examination for archivists. Do you allow children in the reading room? If not, do parents who want to use your collections have other options? Childcare is expensive and may not always be available at convenient times. This disproportionately affects mothers, who often take on more childcare labor, especially during weekdays when archives tend to be open.

How often do we exclude as Caballero was excluded, or on similar but smaller scales? How often do our minor interactions with patrons leave them feeling unwelcome? I am sure I have unintentionally done this in my work. What kind of image do we project and how does that keep people away? How do we make archival spaces that are really for everyone?

It Take a Long Pull to Get There

I do not have nearly as many answers as questions, but let us have these discussions and attempt solutions that better serve all potential users. It won’t be quick or easy, but it will be worthwhile.

I’ll leave you with one final illustration. I studied musicology in graduate school and I often think back to a point that one of my professors, Dr. Gayle Sherwood Magee, made about the importance of representation and access, as illustrated by the 1935 opera Porgy and Bess. A little background if you’re unfamiliar: it is very controversial because a group of privileged white men wrote about poor black characters so the script play into a lot of negative stereotypes: characters are beggars, drug dealers, abusive partners, etc. It gave African-American singers the opportunity to perform on Broadway, something that was still remarkable when Hamilton premiered with a diverse cast 80 years later, but none of the characters portrayed in the opera had access to be in the audience and watch their stories playing out on stage. Are we doing the same thing in archives by focusing our diversity efforts on our staffs and collections, and not the people coming into our reading rooms?

Archivists on the Issues: Reflections on Privilege in the Archives

Archivists on the Issues is a forum for archivists to discuss the issues we are facing today. Today’s post comes from a new regular writer for I&A’s blog, Summer Espinoza. Summer is the Digital Archivist at California State University, Dominguez Hills.

In Fall 2016, Michelle Caswell’s “Archives, Records, and Memory” class at the UCLA Graduate School of Information Studies collectively created the content for the poster “Identifying & Dismantling White Supremacy in Archives”(Caswell, Brilmyer, 2016).  The poster lists five areas to identify and take corrective action towards disassembling the power-structure of white supremacy.  The sections of the poster, identified as an “Incomplete List of White Privileges in Archives and Action Items for Dismantling Them” include appraisal, description, access/use, professional life, and education.  Each section lists privilege and possible actions to create a counteraction.  As an example, in the description section, one privilege is listed as “materials are described using my native language” and actions to counter this as a privilege are “Hire multilingual people as archivists and translators and translate finding aids into appropriate languages” and “Encourage, value, and give credit for language courses in MLIS programs and as continuing education” (Caswell, 2016).  In a related article, “Teaching to Dismantle White Supremacy in Archives,Caswell reflects on her experiences and consequential action to bring the conversation into her class as teaching faculty in a national political climate in which her colleagues and students expressed to her fear and anxiety about their rights as residents of the United States (Caswell, 2017).

Though the poster may have come out of a class exercise, it exudes a sense of professional activism.  It provides rules to live by, goals in daily archival work and easily accessible and relevant issues in archival work.  My own professional experiences have made me stop and reflect on the privileges from which I have benefited.

I am a project archivist at California State University, Dominguez Hills (CSUDH), where the student population is less than 10% white; the largest populations are Latinx (69%) and Black (14%) per CSUDH Institutional Research, 2016.  The campus also has a large population of undocumented students, also known as “Dreamers.”  At the time of my arrival in Spring 2017, the campus Dreamer Success Center provided ally workshops, informational talks about the challenges of being an undocumented student, and discussions about the threatening nature of the United States’ current political climate.

In an admittedly naive attempt to create a professional space for allyship, I began to investigate the possibility of implementing an oral history project for Dreamers’ narratives, to be accessioned into the University Archives, unaware that this posed a potential risk not to myself but to contributors.  After some initial research and conversations with collaborators, and after wrestling with the responsibilities and possible consequences, I was directed by a concerned party to locate news about a Boston College Irish Republican Army (IRA) oral history collection and the 2016 government-ordered release of restricted content recorded in 2001.

Today, I reflect on my role as an archivist of color at a public university, how I found fear in my position, and the real implications of this particular attempt at inclusivity in the archives without a clear sense of action and acumen in the profession.  The fear I felt was the ease with which the information could be abused, as was the case with the aforementioned IRA oral history collection.

Previously, I experienced this same fear at a community-based private non-profit cultural archive.  In this instance, the emotion was based in possible consequences of increased access and deviation from a “normative narrative” of heroism and reverence.  There were potential tangible consequences to the fiscal health of the organization per se if increased access to content were viewed as the “airing the dirty laundry.”

These two experiences led me to cautious action moving towards inclusivity.  Why?  Chris Taylor’s article (2017), “Getting our House in Order: Moving from Diversity to Inclusion” creates a conversation on the impact of our training, our worldviews and experiences, and how our personal worldview is projected in our professional work (p. 23).  My own professional training and education is far from adequate to effectively maneuver in this conversation that is not yet rooted in any wide-scale and sustained conversations or representation by any governing organization or collective in the field of archives. In both of the aforementioned cases, I recognize a gnawing inadequacy of my professional-self.

With a movement towards dismantling supremacy in archives, there will be challenges and fear of change, and hesitation of being seen as a change-maker.  What is the professional and personal impact of these actions?  How does one engage with the political implications of disrupting an architecture, and what tools can I equip myself with that will diminish negative professional self-doubt, fear of consequences of change, and foster empowerment.  How do we complete the list of white privilege and structural oppression?  What can be built in its place and what authority does such new inclusive structure have?  Will/can archivists dismantle white supremacy in the archives alone, and should we do so, alone?

Archivists, contributors, users, are faced with personal and professional risks and consequences in an emotionally and politically charged topic that systematically misrepresented, and excluded communities of color.  My sense of fear is based in real daily experiences, not as case-studies or theoretical conversation.  Perhaps others feel fear, confusion, hesitation, exhaustion and other emotions that can deflate professional duty, and create a roadblock for future attempts to build a truly inclusive archive.

Finding Our Voice: Advocacy in a Difficult Time

This post was written by Courtney Dean and the Issues & Advocacy Section’s Steering Committee, in light of several recent events.

In light of recent acts of white supremacist violence in Charlottesville, personal attacks on the SAA-run Archives and Archivists listserv, and reports of harassment against several SAA 2017 panelists whose sessions addressed diversity, inclusion, and the dismantling of white supremacy in archives, the I&A Steering Committee has been considering the following questions and invites you to join with us:

  • How can we work within the profession to change foundational systems of oppression?
  • What can we do, individually and collectively, when colleagues are being harassed for their work and/or their ethnicity, gender, etc.?
  • How can we as a section provide a platform for elevating traditionally marginalized voices in the profession?
  • How can we create a safer space for difficult and vulnerable professional conversations?
  • How can we further SAA’s goal of inclusiveness?

Over the coming weeks we will be brainstorming our role as section within SAA, but we would also like to hear from the profession at large. SAA Council’s statement in response to A&A listserv activity provided the following prompt: If you have ideas about 1) how the List might be improved or 2) any new communication tools that we might consider as an enhancement to or substitute for the A&A List, please send your ideas to SAA President Tanya Zanish-Belcher at president@archivists.org.

Today’s Council statement regarding the white supremacist violence in Charlottesville, VA, echoes the invitation to email members of Council or president@archivists.org. Specifically, sending along resources that can be included in a “toolkit that will offer specific information and resources on how our profession can work with communities to identify, combat, and dismantle acts and symbols of white supremacy” may be useful.

The I&A section also encourages submissions to our blog addressing any of the above topics. We reiterate Council’s stance against violence and intimidation and are wholly committed to working towards an inclusive professional organization.

In April 2015, DERAIL logistics coordinator and SLIS archives student Joyce Gabiola virtually attended University of Illinois-Urbana Champaign’s (UIUC) LIS Education Symposium and was inspired by the coordinators’ leadership and efforts to empower students to critically examine LIS education. In their first semester of graduate school, Joyce wrote their first research paper about implementing “diversity” in core LIS curriculum because they realized “it was unlikely that we were going to explicitly address how race, ethnicity, white privilege, white supremacy, class, gender, sexuality, dis/ability, and intersectionality play a structural role in information, technology, workplaces, and in our relationships with colleagues.” After the Symposium, Joyce felt a similar event could be one way to fill this void at Simmons.

While DERAIL was originally intended to create a safe space for SLIS students to engage in meaningful conversations on topics not explicitly addressed in our classrooms, we also implemented a virtual component to allow Simmons faculty/staff, LIS educators and students at other institutions, and practitioners to participate. Although in-person attendance was intentionally limited to current students and recent alumni (within one year of graduation), DERAIL found tremendous support and interest from virtual attendees (and non-attendees) – both LIS professionals and students in other MSLIS programs – who were able to watch DERAIL via live-stream and participate in discussions through moderated Twitter chats and GoToWebinar. In addition, we were honored that a graduate student from Queens College in New York attended in-person, as well as one of the coordinators of UIUC’s LIS Education Symposium.

The wide range of topics presented at DERAIL represent the existing research, interests, and concerns of current students and recent alumni. Some of the presentations examined librarians and LIS professionals as workers (Professionally Underpaid: Systemic Issues in the LIS Field), the meaning of accessible libraries in policy and practice (Accessible Libraries: Essential and Often Forgotten), and the deployment of ‘diversity’ language in LIS outreach efforts (Words of Welcome: The Language and Structure of Diversity Policies and Initiatives in LIS Outreach). Archival student perspectives were also represented, in oral history projects (Inknography: Challenging the Model Minority Stereotype with Tattoos and Oral Histories) discussions about the role of archives in providing resources for anti-racism work on college campuses (Race, Archives, and Campus Communities), and a panel specifically centering on reconsidering the relationships between archives and archival users (Coming In Like a Wrecking Ball: Deconstructing Archival Authority).  All the presentations were critically engaging and highlighted the biases and systemic inequities in the standards and culture of the professions as well as in the curricula of graduate programs. At DERAIL, our views were challenged and the knowledge we’ve gained in our classes and work environments was shared with members of our student and practitioner communities. These critical conversations continue to affect how we approach our work as students, new graduates, and emerging professionals.

DERAIL provided the rare opportunity for LIS students to discuss their research on “uncomfortable topics” that impact our experiences as patrons, practitioners, educators, and students of information environments. For organizers, presenters, and attendees, DERAIL not only shaped our relationships to our fellow students and participants, but also brought wider recognition of the value of student contributions to the development and reconsideration of “professional” domains. Joyce Gabiola recently earned a MSLIS in Archives Management at Simmons College, where they were instrumental in the School of Library and Information Science’s creation of the Dean’s Fellow for Diversity and Inclusion as well as the Task Force for Diversity and Inclusion. They are an ARL/SAA Mosaic Fellow, ARL IRDW Scholar, and ALA Spectrum Scholar. Joyce is excited to begin the doctoral program in Information Studies (Archives) at UCLA this Fall.
